General Guillermo Lorenzo Eleazar, chief of the Philippine National Police (PNP), on Saturday, June 26th, ordered an intensified persecution and legal offensive against the communist rebels behind the attack on a construction site in Surigao del Sur, in which a civilian Janitor and the wounding of two other employees.
âAgain these communist rebels attacked non-combatants and another innocent life, Eldrin Daraman, was lost because of their atrocities. This is evidence that they lied when they said their attack in Masbate City that killed a college football player was not intentional, âEleazar said.
According to the report, more than 20 communist rebels stormed the construction site in Purok 2, Barangay Zone 2, Lanuza and set fire to the equipment. They eventually killed Daraman, and two other civilians in the area were injured in the incident.
Members of the Communist Party of the Philippines New People’s Army (CPP-NPA), the Northeast Mindanao Guerrilla Front 30 Regional Committee, reportedly attacked the area.
The attack was allegedly triggered by the construction company‘s refusal to pay revolutionary taxes.
The rebels also engaged units from the Lanuza City Police Station, Surigao del Sur Province’s 2nd Mobile Troop Company, and the 36th Infantry Battalion in a brief gun battle before escaping.
Eleazar stressed that the attack on the construction site constituted a violation of international humanitarian law and Republic Act 9851 or the Philippine law on crimes against international humanitarian law, genocide and other crimes against humanity, which is described as a violation of willful attacks against the civilian population against or against individual civilians who do not participate directly in hostilities or attacks on civilian objects.
Police and military have launched joint pursuit operations against the communist rebels, and PGen Eleazar has hired PNP units in the province to step up security measures.
