Sealed proposals will be handled by the Purchasing Manager, Lodi Finance Department, 310 West Elm Street, through. accepted Wednesday, November 3rd, 2021, 11 a.m. At this time, the proposals will be publicly opened and read at Lodi City Hall, 221 W. Pine Street, to perform the work described below.

The work includes the renovation of 5.5 hectares of existing parkland. The existing lawn must be removed and reassessed for new park improvements. The work also includes installing a new 4 inch water pipe, new electrics, removal, replacement and installation of new concrete and chain link fences. Other new work includes rebuilding (2) ball diamonds, a new basketball court, sports field facilities, a VFD irrigation booster pump, an automatic irrigation system, a hybrid Bermuda sod, watered lawn, underground utilities, and other incidental and related work, all like shown in the plans and specifications for the project.

The contractor is obliged to use the online website of the virtual project manager (VPM) for the duration of the project. The online account is free for the contractor and must be used for all submissions, RFIs, requests for payment and all other project-related correspondence. For more information, see Section 6-04.04 “Online Project Management Software” of the Special Terms.

The contractor undertakes to start the work within 15 calendar days of the signing of the contract by both parties and to start the work within 100 calendar days. With the conclusion of the contract, the contractor agrees that the duration of the contract is reasonable.

Under Senate Act 854, contractors and listed subcontractors must be registered with the Department of Industrial Relations (DIR) prior to submitting public work bids. In the event of non-compliance, bids no longer respond. No contractor or subcontractor may be awarded a public works contract on a public works project unless they are registered with the DIR under Section 1725.5 of the Labor Code.

In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Labor Relations of the State of California has established the general wage rates and employer payments for health and welfare, retirement, vacation, travel time, and cost of living payment as provided in Section 1773.8, apprenticeship or other training programs approved under Section 3093 and similar purposes applicable to the work being done. These wages are available online at The contractor and any subcontractors pay every employee employed in the trade or profession at least the hourly wage. Since the wage setting for each vehicle reflects an expiration date, it is the responsibility of the main contractor and each subcontractor to ensure that the applicable wage rates are up to date and paid to the employee.

The contractor shall pay each employee travel and subsistence expenses necessary for the execution of the work, as these travel and subsistence expenses are stipulated in the applicable collective agreements in accordance with section 1773.8 of the Labor Code.

If a vehicle or a classification used in the project is not shown in the wage determination, the contractor can be obliged to pay the wage rate of this trade or this classification that is most closely related to it, as stated in the general provisions.

The City of Lodi hereby informs all bidders that it will expressly ensure that in every contract concluded in accordance with this call for tenders, minority companies are given the full opportunity to submit bids in response to this call and not on the basis of race, skin color, gender or national origin Consideration for an award.

The City of Lodi hereby informs all bidders about the city’s local recruitment and apprenticeship ordinance in order to strongly promote local recruitment and apprentice practices. The city requires all bidders to comply with the ordinance for projects valued at more than $ 200,000; and rejects bids that do not demonstrate good faith in local recruitment efforts.

For all monies earned by the contractor and retained by the City of Lodi to ensure the performance of the contract, the contractor may, at the request and expense of the contractor, replace securities in the amount of the retained amount in the form and manner and under the conditions provided in section 22300 of the Public Contract Code of State of California.

The contractor will provide copies of the pay slips.

An offer will only be considered if it is submitted on an offer form provided by the City of Lodi.

The city council reserves the right to reject individual or all bids and to refrain from any formlessness when filling out such forms and to award the contract to the lowest responsible bidder.

The main contractor for this project must have a valid State of California Class A. Contractor’s license.

The list of plan owners and bid results will be available on the website. The offer results will be available four hours after the offer is opened.
